Gearheads are simple enough....
Be interested in Mecha/Stuff that goes fast and makes a lot of noise. Stick a Gearheads logo on something you drive. You're in....
A lot of factions are similar really. It's more an attitude than a physical membership. A common binding set of beliefs or ideals. Not all Trekkies join Starfleet.
Then you get more defined groups, or to get more status in other groups, which'll that give rights and priveledges, in return for taking on particular responsibilities or services. For Gearheads, do something cool, found a new mech-unit, introduce a new popular mecha type and sell it, or break a major record in spectacular fashion.
Others will assimilate people they think they can use, or turn them over to their way of thinking and assimilate their technological and cultural distinctiveness. Or small factions insinuating themselves into the larger ones in the hopes of assimilating them from within....
And then there're those like the Panzer Kunst that have some pretty extreme and narrow requirements. (Either to be a high-fraction cyber already, or to enter a 5 year service contract to get the cybernetics done by the Gruppe).
There's nothing that stops a person having multiple alignments and memberships, at different levels.
