So, when Rob Donaldson shows up the next weekend with his sometimes-girlfriend Beverly to take a tourist ride on the Starlight Express, the real reason is so that Bev (a.k.a. Sammie commander Crystal Senshi Hayakawa) can quietly meet with the new council and hear what they actually want in a representative. Rob taking photos of the train and the "tourist traps" is just a distraction.
Of course, there's no guarantee that Her Highness will listen to her chief military officer, and an unofficial end-run around Kayabuki might blow up in everyone's faces, but officially this is just a weekend out of the offices for the two bureaucrats.
