To be approaching fair to the Senshi, this entire clusterfuck is literally unprecedented for them. The Millennium was never intended to be expansionist or courting independents like the Trekkies or Warsies, or as lassez-faire about membership as the Browncoats. ("Oh, you're new. Here's your sheriff, have a nice day.) Venus was always the end-goal: the Senshi would terraform the planet in glorious isolation and everything outside of Venus orbit was either for ceremonial purposes like Memorial City or utilitarian shit supporting VTP. The citizenship rules make sense if you assume they apply to new immigrants to the aerostats or chartered colonists establishing an outpost *from Venus.* Annexing an established settlement like Frigga was... unexpected, to say the least, and it was almost entirely due to fallout from UBA's collapse.
This was always going to be a rough absorption, and the rotten borough shenanigans didn't help *at all.*
