A lot of this doesn't make sense to me. Why endrec in Voltaic Sentinel? It's a pet summon, and you don't need to recast it often because it's a nontargetable pet. It won't die.
I'd also suggest pulling slots from things like Health and Acrobatics, because if you do your draining right you probably won't need those to live by. Also honestly, slotting Combat Jumping for defense isn't really worth it. It's something to consider if you're trying to scratch those last few points to reach soft-cap. But you're not.
I would strongly recommend six-slotting your attacks and key powers for the end-drain game - Short Circuit, Power Sink, EMP Pulse (I realise maxing this one out is nigh impossible since it comes late in the build, but...) are the most powerful ones, but consider also Ball Lightning and Thunderous Blast. Electric Fence and Tesla Cage are also good at grounding recovery for single targets.
Consider Lightning Field to keep things around you drained - it's not enough to zero things, you want to keep them from recovering even a single tick of end.
I wouldn't really recommend using Lightning Clap, focus on the end drain instead.
You're using Mids, so pay attention to the endmod numbers on each power under the 'effects' table, and also note which powers do -recovery on top of that. Not the same thing. One is stealing chunks of end bar, the other is making sure they don't gain end back... you need both to be successful.
With six slots in your key powers and blasts, it should be easy to frankenslot the attacks for both damage and endmod. I believe this is quite doable, it just depends on how much accuracy, endrec, and recharge you also want in there. Look at a mix of Eff Adaptor, Perf Shifter, and the cheaper ranged damage sets.
I'd recommend trying to cram damage and endmod in the same powers as much you can. Remember, no matter what you're still a blaster.
Talk to Arachnos X about his experience with an Elec/Elec Brute; he can zero endurance pretty well, and he gets by with powers frankenslotted primarily for damage and only the equiv bonus of two Endmod SOs, far as I recall.
Take all this with a grain of salt though, because my own Elec/Elec Blaster is only in the late 20s.
