The 300-post limit is entirely arbitrary and based on someone's feedback a long long time ago. Basically, it helps keep the number of pages in a thread manageable. I've set my paging to 50 messages per page, but I think the default is 25, which means a thread that reaches 300 messages has 12 pages to click through if you're looking for something. As far as I know nothing bad happens if we put more posts in a thread.
As far as reorganizing icons and whatnot is concerned, if there's a consensus of the users on what if anything should be done, then let's do that. Though I must admit changing the threshold so an icon pops up on a thread that needs closing is a great idea.
