Apparently, it already is enabled, but you need to change your YouTube settings to get HTML5 video. To wit:

To change your browser's player setting, just go to this page
http://www.youtube.com/html5
and click on "Request the HTML5 Player"
I just did and WOW the video streams a lot better and faster and apparently it uses less data to stream too.
