I don't know what to say except this should sound silly.
Sadly it sounds like it would fit right into "justice" systems here in the US.
I remember an article about an 80 plus year old man in New York city who was getting mugged ?weekly/dayly? at knife point in the elevator.
Reporting the crime only brought an officer to take a report and leave.
After a few weeks the old man eventually purchased a pistol and shot his regular mugger. The police arrested him for carrying a a weapon and there was talk of making him pay the muggers medical bill.
Pistols are illegal in NYC and the old man has his weapon taken and was having to pay a fine.
