I have extracted the relevant bit. Basically if you claim that it will prevent or cure specific diseases then the FDA must review your product. It's there to stop snake oil salesmen, or at least slow them down, since all kinds of homeopathic medicines are allowed through. Different things have different burdens of proof, and for some you need to merely prove that it won't poison people too much.
That is a direct result of the reason why the FDA got established, since people used to sell radioactive water as medicine, and when asked to stop because it was killing people the sellers refused.
