The official female uniform consists of a black miniskirt, black shoes with blood-red socks, a blood-red blouse with black sailor-type collar, and a grey neckerchief. An official logo pin consisting of a golden horned skull is also recommended. Winter uniform removes the sailor collar and adds a black jacket with the horned skull logo on a breast patch.
Also, have you actually built this design in the character editor? The sailor collar and the grey neckerchief are two separate items on the same component list, and can't be selected together. Furthermore, that's also the same component as chest logos, so you can't have a skull logo and a neckerchief and a sailor collar all at the same time -- I know this from experience, as Sailor Null's sailor collar disappears if she wears the Legendary logo on her chest. Experience twice over, in fact, as I tried to build this uniform and ran into the problem again.-- Bob
