I have, actually, and I've noticed the same problem you did. The description above is just copied from the story; it's intended to be customized to some degree.
Working from what I've done with Alouette's, however:

Chest to taste (I used Strapless in the same colors)

Belt to taste (I used Leather Eyelets, same color scheme as the top)

For the winter uniform, change the top to

The skirt can remain at Mini or be traded for a longer one in the same color scheme. (Long or Long Pleated are suggested, some prefer plaid.)
