I hardly ever start a new toon without taking him into the sewers as fast as I can get on a team. It's sometimes a little tough at first -- there are often 4th & 5th level Hellions right at the door -- but if the team is right and you get into a groove, you can really rack up the XP fast. Sometimes I do it before I even talk to my first contact, who then shrugs and says, "see this guy in KR" when we finally meet.
