The Infamous was originally founded by a stalker called Don Carnage. [Note it's pronounced CAR-nuj, not car-NAZH] HE was all set for money, power, women, etc..

Tech Head got the official title and tried to keep the disparate groups organized. At this point, it was more like a group of villains who hung out to play poker or somesuch.
Nogi, however, had a bit of a falling out with the Union of Masterminds (Local 1938) and briefly joined the Infamous before she was captured by Sister Psyche and Numina and removed from her first Modern host, the heroine QB Kitsune. Psyche trapped Nogi's spirit matrix in a Noh Kitsune Mask. Some of Nogi's plans for such an eventuality came about and she eventually returned, possessing a Crey Paragon Protector based off of QB, who had advanced to Security rating 30 by then. At this point, she insinuated herself into the command structure through lots of clever social engineering. She can get most of the Infamous to do what she wants through subtle manipulation, even if they think they're spiting her by refusing her direct requests. She has not yet needed to utilize her "stick" forms of management, though Mother Meyai has tempted her greatly.
tl;dr: No real structure to the mob, Nogi is sneaky.
