My general experiences with the Infamous (and the still bubbling Legendary Movie script) have generally suggested that the Infamous, loosely coordinated as it
is, is rather oddly organized.
At the top, you have the trifecta leaders: TechHead, Lord Omega, and Lady Nogitsune. Lord Omega, according to the Virtueverse page, can barely stomach dealing
with organics at all, so he's unlikely to be very visible. Nogi is, as Fox said, one for manipulating through stealth and guile, and my general impression
of TechHead has been as a very hands off looming presence. He doesn't make orders often, but when he does, it's understood they'll be obeyed. In
return, the Infamous's facilities are free to anyone involved. And, as of yet, he's yet to really issue any large orders...
Below these guys, you have the various heavy hitters, veterans, and on down through the Threat Levels that really seem to clump to whoever offers them the best
deal, or whenever one of the leaders makes it worth their while to cooperate.
