Lord Recluse: Lance Henriksen

Interesting choice. I probably wouldn't have thought about him, but on reflection I think you've got something there. I think Lance can be quite good at the "quiet menace" sort of villain.

Black Scorpion: Ron Perlman
Sicciro: Frank Welker
Captain Mako: Scott McNeil

I like all these guys, but I'm going to suggest a Street Fighter style shuffle here.
Black Scorpion: Scott McNeil
Sirocco: Ron Perlman
Captain Mako: Frank Welker
Why? Cause:
1) When I saw the name Frank Welker in the list, I immediately thought of Mako. In fact, in my internal headspace I realized I've been unconsciously having Welker voice him for years now.
2) Sirocco - I very much see his voice being portrayed in a similar fashion to that of Slade from Teen Titans, and - guess who? Ron Perlman.
3) Scott McNeil rounds it out nicely as Black Scorpion.

Statesman: Gary Chalk

Don't know who the above guy is, so can't say.

Manticore: Kevin Conroy

Ohhhh.... NOW you're cooking with gas. I approve!

Back Ally Brawler: Michal Dorn
Positron: Corey Burton.
Synapse: Seth Green.
Sister Psy: Venus Terzaro

Again - stamp of approval.

Ghost Widow: Jennifer Hale
Miss Liberty: Tara Strong.

I'd switch the above two and have Hale do Liberty and Strong do Ghost Widow.

Citadel: Keith David

Dude - you are really going for a high water mark here, aren't you? That would be awesome.

Romulus: Brian Blessed

Now that - that is inspired. Really. Cause how often has Romulus spoke in anything LESS THAN A STENTORIAN BELLOW??? ^_^
