The answer is indeed no. The Warriors have "holding cells" with unspecified power suppression technology, but when I wrote IST I wanted to use as much as possible from other GURPS source books so I didn't invent any new tech I didn't have to.
But then again, that was for 1990. Who knows what may have been developed in the ensuing 22 years?
(The Nor'easter, btw, was a bit of a dud in my neighbhorhood -- an inch of snow, all dropped before 9PM, and only one heavy gust of wind that I noticed. 15 miles away, Freehold got 13 inches. And according to JCP&L's storm outage page my mom's town went from 2% power outage to 28% overnight, which may negatively impact our plans to take her home tomorrow...)
