The Seeder genes were designed to express powers under environmental stresses and pressures, with the intent that natural selection would then work to produce a single racial power or cluster of powers based on the needs of the species in question. So yes, that's one of the causes of powers, but far from the main one. Humanity's Seeder genes were damaged and rendered dormant not long after they were implanted in our distant ancestors, and once they were turned back on, some of that damage was expressed as basically being able to be born with a random power. (The imperfect heritability of powers is another "broken" part.)
