I could see Doug, or someone else unfamiliar with House Elf contracts, freeing a large number of them quite unintentionally. "Okay, guys, we need y'all festive for the Yuletide Party, so here are some Santa hats...." *Elves all disappear, cheering* "...What just happened?"
