Oh, I think they're such bigots, from what little I've seen, and apparently I'm not alone... Artemis less so than Luna, who is right-out bitch about having the right bloodlines, apparently... Yeesh, cat, get a life.
Pluto, on the other hand...well, it depends on which continuity you follow. In manga continuity, she died at the fall of the Moon Kingdom, was reborn in Crystal Tokyo, then died again and was sent back to the twentieth century in time for the Pharoah 90 saga. (I think this is right. She might have been bounced around a bit differently.) Thus, she's doing her manipulation for love of the kingdom she knows is to come. In the anime, however, she's been alive--stewing in her own juices over the Moon Kingdom's fall--for the entire time. Thus, she's developed a rather nasty mad-on for the Earthlings, and is pissed at the Inner Senshi for letting the Silver Millennium die. Now that's a person with issues.
