The effect would, fairly obviously, be to conjure a car for Doug to use. I'd suggest that the car (of a random make/model, though probably very classic, and not newer than the song) be bulletproof, and provide anybody inside with mental equilibrium (defense against mind-altering effects, manifesting as a sense of security). The keys would be in the ignition, and the gas tank would be full (of course).
The fun part of this, of course, is in what the song *doesn't* do. Doug would feel unsafe (unusually tense, nervous, a bit frightened) outside the car- I think that, if I had a nasty subconscious, the emphasis on stability and safety *in* the car would reverse themselves once I left it. The car would fit the song, and since the song is so incredibly '80s, it would most likely come from that decade, leaving him at a disadvantage in later/higher-tech worlds. The "image breaks down" and "nothing seems right" lines would seem to indicate that the world looks mighty strange from inside the car- that could be fun. Of course, any or all of these effects might actually be used... or not.
