Hm. Sounds like a variation on Cosmic Awareness.
Or maybe not... CA gives the ability to ask questions of the collective unconscious, more or less. This sounds like it might just temporarily impose Doug as the central processing unit of a planetary organism... (Gaia theory, anyone?)
