I know that Doug's area of effect is ~110ft radius, but it's never been established as to where the radius begins. If it's his CG, then yes, you're correct. OTOH, if it's from his skin, than he can manifest a full-sized Godzilla, as it's still inside his AOE 
Of course, it would take a _lot_ of energy to pull it off...
