While I haven't actually played a GURPS style RPG... I think I understand it's dynamics. After I posted the above, I suddenly thought of a way to explain it a little better.
When affected by the song, those who are defending have to roll an extra 6-sided die of [+X] against their focus/intiligence/defense. Failure means they got distracted, while success means that they only go part of their defense up. X changes with the degree of distraction (i.e. If Doug played it while they were surrounded by a burning building, during a thunderstorm with a growling dog by his side, then X would be say 18, while if it was just him and them in a sound-proof room, then X would be say 4)
