Power: Everyone in Doug's area of effect can't stop laughing. Against opponents with voice activated abilities (tech based or spells requiring specific words/phrases) it would be quite useful. It would probably make it rather difficult to aim as well.
On the other hand, The Joker wouldn't even be slowed down as he's used to fighting while laughing. May not effect beings without lungs/equivalents.

In the EVA step he could become EVA/Angel size, but it wouldn't help him neutralize an AT Feild (though his Improability Feild might act like one on defense).
