I think it's completely on Doug's side, and it's a straight on raise, no chance of failure. I do remember that the power cost of Resurrection is dramatic -- all his power points and all but one HP, which is why he collapsed after raising the two kids in DW2.
Oh, yes, and there is that. The song specifies, "Two hearts that lost the beat will now resume/The gift of life extension/By divine intervention". Doug can raise two people at once.
