Ah. I know that one. Though I usually phrase it as 'When in doubt, maim someone'.

In relation to some authors' fondness of oversaturating the story with unneeded plot devices. I've been guilty of that one myself, on more than one occasion, so I try to keep it in mind. With a varying degree of success.

'Be prepared to kill your babies' - advice from an author, name forgotten.
I.e edit your own work without mercy. It doesn't matter how brilliant a paragraph/plot element is, if it doesn't contribute to the larger story, out it goes. You can always use it in a different story later.
