As for whether eighteen Angels worth of graphic sex can be written and still remain interesting, it can; and, in fact, has been done before.
The first example that comes to my mind is "To Make an Angel Fall" by Mick T Budarrap; twenty-eight glorious chapters of psycho-sexual warfare and lemony goodness. To my knowledge, this fic can only be found on The Grey Archive (greyarchive.org; more specifically, the fic can be found about a third of the way down greyarchive.greyarchive.info/Anime1.html. WARNING: VERY! VERY! NOT! SAFE! FOR! WORK!)
I know I've read other such fics, but I don't really care to track them down at this point. It took forever for me to track this one down as it was, thanks to the four years of webrot since I read it.

Strangely, the parallels with (of all things) Sister Princess are leaping right out at me. Wataru, an only child, is simply overwhelmed with adoration when he gains his dozen or so (half-?)sisters, and suffers a complete and utter inferiority complex over it. Absolutely convinced he is unworthy of the vast quantities of affection he receives, and sure that he is unable to return it in kind, he makes frequent attempts to escape his sisters at first. Although he eventually settles in, he doesn't quite accept that he's worthy and all that until the end of the story...
I see some definite plot elements that could be lifted here...

Well, to a certain extent a "loss" on the Angel's part is the whole point of the exercise--it's kind of a reversal of the Biblical-philosophy point of wrestling an angel, in which the goal for the human is not to win but to lose well. So it'd be sort of having it both ways.

-pregnancy fetish B-side. Gender swap it.. this Angel is male, and he's got a need.. a need to breed. Human Instrumentality? Nope, he breeds straight human (or not), he just wants to 'sow his oats'.

-'extreme' penetration. The human vagina, and by extension the divine, is an incredibly flexible and elastic structure. While not exactly 'common', it is entirely possible for the vagina to accomodate one or more fists or objects of equivalent size. This also has a possible sub-branch of
-size play. given that there is the discrepancy between the full size and the 'Micronized' Angels, what's to stop her from pushing Shinji up to, say, 18 or 20.. inches. and 7 or 8 in diameter. This would be tricky to write - the downfall of much size-based porn is being inexact or flat-out unbelievable about the sizes, or even worse, inconsistant. Also, choosing the plausible relative sizes on this would be difficult.

Was there any consensus on the Evas or lack of them? It seems like almost everyone has had different ideas. From memory:
1- Evas as in canon, only used for initial giant size battle
2- No Evas, angels not giants (the pilots would need to be relatively able physical combatants for this one, which kind of puts a crimp in Shinji's role as the main hero unless he's taken rather far from canon - you just don't get through any significant amount of physical training and still be a spineless weenie)
3- Evas as human size artifical girls, angels never giants, used to help restrain their inhuman strength and feed their inhuman stamina/appetites
4- Evas as power armor/power armor that grows the pilot to fight giant angels
5- Evas as artificial girls that synchronise with the pilot and become a giant lightly armored version ala Ultimate Girls or Ultraman
My favorite was the last, and suggestion was that they be modeled after Kos-Mos of Xenosaga - and I have to say that after looking at some Xemosaga galleries, I'm ecen more in favor - there's orignal Kos-Mos, the redesigned Kos-Mos for Xenosaga II, and T-Elos right off the bat that could be recolored as units 00, 01, and 02, and T-Elos would work as 03 without recolor. And ZOMG, Telos is teh hott! Looks like XS2 is on my "buy for the stack" list after all...
Anyway, I think I have enough reference images to try doing some more of the angel girl pictures, but that's going to have to wait, because I have a paper due tomorrow. Also, I'm out of printer ink to spit out a dozen and a half lightened Ayanami-images to draw over.
Oh, and the one that I'd thoguht was the 18th angel is actually just the one that rummaged around in Asuka's mind from orbit, drawn up close and not glowing. Oh well... I'm pretty sure there was a contest like what ZI described, though... THere's kind of intesting one that has Sega Saturn logos plastered on the images, labeled "Insubstantial Angel," as well.

Yes, anyone who means to write something else after contributing this would be well advised to go find a bad cup of coffee, especially if they usually hate the stuff.
Anyway, my comments for the time being - I'd suggest a mix of the fourth and fifth options, with a twist: The Evas are wierd biotech things that, in their inactive mode, look and act more or less human. When turned on, they merge and colocate with their... dang, can't think of a phrasing dirty enough... pilots, essentially becoming power armor in their own right. As originally designed, their 'human mode' is essentially vegetative - which will bounce interestingly off of Asuka's Doll Issues, but a fun little twist that develops as time goes on is that, when an angel is reduced, the Unit absorbs her - ie, during that intro scene, Sachiel is actually driving Shinji's Eva in autonomous mode. Each Unit can swap or be swapped between any of the angels it's... interacted with, with the timing and identity being controlled first and foremost by the Unit's controlling Child and, in absence of other orders, by the relevant Angel(s) themselves. No, two units cannot manifest the same Angel at the same time, and Ritsuko is likely to go at least halfway bats trying to figure out where Israfel's second body comes from when she's doing the driving.
As to character bloat, well, howsabout this - Shinji can't decide the 'winning Angel' until the entire mess is over with, but he - or one of the other pilots - can decide the losers ahead of time... in short, if a Child tells an Angel they have defeated to Get Lost, and means it in a more-than-just-momentary-pique way, they go. Dissapear, out of the game.
Obviously, in this setting, there is no need for LCL.

I think it would need to be ALL the Children - if not neccessarily simultaneously. Any of them could do the trick after all, or they wouldn't be one of the Children. Really though, having the way they manifest be through the inactive Evas is probably enough - even if there's the possibility of any of them being active at any time, there's only two or three Evas for them to manifest in, and some can only come through one. Ahem.

Amusing as that is, my point was that if the Angelchans can only manifest through an Eva they had contact with in the initial giant-scale battle, then Sachiel would only be able to use Unit-01 if it was anime-based (00 as well since Valles suggested the manga opening) and Gagiel can only use Unit-02. For that matter, if close-range interaction is neccesary, either Arael will have to take a different tack than mind-fucking Asuka from orbit, or she'll be out of the running from the start.
It was the wheel in the sky that was Angle of the Womb, wasn't it? The one that Rei II self-destructed to destroy. Well, since this is Porn World, what if Rei II is in fact impregnated and therefore defeated by this one, leaving Shinji to do the final takedown. The nature and plot-handling of Rei's infant would be more serious than most of anything else yet discussed, but could perhaps be the plot point to ang the denoument on, since I'm assuming we're looking to skip the whole "humanity goes plort" thing.

ETA: Maybe we should go with them able to use any Eva, whether they fought it directly or not, because I kind of like the suggestion of the disgruntled exes coming back in the Mass Production units, though I think definitely kicking out twelve or thirteen (I forget how many MP Evas there were) of fifteen when it requires three votes (Granted, Rei will tel any of them to leave as soon as she's ordered to) and they're actively trying to be likeable is kind of difficult to beleive in on the face of it. Maybe Rei II is pulled off into the shadows and has a really massive multiple birth, Rei III being activated as a somewhat-flimsy-unless-from-a-distance cover? If there haven't been any other recorded pregancies in years (Touji's little sister is the only younger kid I remember seeing anywhere) since just a few after Second Impact (as in enoguh fanfics to make me think it's canon or close to it), it wouldn't be too surprising for Rei II to be vanished for study and for protection, and too it could sort-of explain why all this gratuitous minor sex isn't much of a worry for anyone. I mean, why not live in Porn World when advanced medical science has stompa'd most disease problems, and there's little chance of any other consequence?
ETA2: Wait, forget that - the MP series can just be providing enough bodies for all of the angel-chans to manifest at once for the big orgy scene where they wear out the Children until only one is left conscious, then try to perseusde (Shinji) to choose them. Perhaps one could resue Unit 04 from the US facility during the Sea of Dirac incident, as well, or maybe whichever angel that was possesses it immediately, dropping it out of the rupturing zebra-ball with Shinji and immediately ... cangratulating him for his victory.
