I wouldn't say higher level. Rally can shoot off gunmen's trigger fingers in a fight. This isn't something we see any of the Roanpur crowd attempting (because they have absolutely no compunction about killing their opponents). The gunsmith cats are more restrained and civilised and live in a more restrained and civilised place.
It says something about Roanpur that playing Russian Roulette with a tied up prisoner would be considered excessively restrained and civilised.

I think that they would certainly fit within the same world, if not all in Roanapur. Goldie and her gang could certainly have connections in Roanapur, and her hallucinogens would be something that could easily be produced/grown in that part of the world. As for whether Rally could compete in Roanapur, we're talking about the prodigy shootist daughter of one of the best hitmen in the world. She certainly has the skills. She might have a bit of a steep learning curve to adapt, but that's what partners like Minnie May, with her knowledge of the flesh trade and all things associated with it.
Amusingly enough, the friend of mine that introduced me to Black Lagoon described Greenback Jane as "really wanting to be in a Sonoda anime." Her attitudes are very much in line with Gunsmith Cats.
EDIT: And Jink, it's not their trigger fingers that Rally shoots off. It's their thumbs. It's difficult to shoot a gun when you can't hold it.

Bit of a correction here... not everyone is anywhere near Black Lagoon's level.  Maybe 10-15 people in a city of tens of thousands are up there skill wise.  A lot of wannabes though.  2 mob bosses (Russian and Triad), a cleaner, Black Lagoon, a few random mercs... though occasionally high level people wander in to cause issues.  Some combat maids and ex-'film' stars come to mind.  So all in all GSC could easily end up in that universe.  Just sending Black Lagoon to Chicago(?) would work... or meeting elsewhere one on a vacation another on a mission.  That or just sending Rock and Revy on a diplomatic mission for the Russian Mob there.  I mean he is like the only neutral diplomat they can trust and he speaks enough random languages to count as his own translator.

The problem is not Rorshach encountering Deadpool... though learning your weapons have no effect besides amusing hit would be mind warping... no, the issue is if Deadpool meets Mr. Manhatten.  Deadpool is crazy because some reality warper or other battered down the fourth wall with his mind.  Any real conversation between the two would probably cause mass amounts of going mad with the relevation in the general populous

Hindsight suggests maybe I should have considered The Tick instead of Rorschach.  I do think the negatives might have been a little over stated.
My further lines of thought and speculation are traveling away from what must be, back over in the direction of the Sic Semper Morituri/My Little Pony crossover I placed in that thread.  Ponies that have never been domesticated might greatly fear humans, and if it wasn't for Pinkie Pie; Deadpool, Rorschach, and The Tick might be strange, mad and alien enough to be Great Old Ones.
I'd be inclined to classify The Ransom of the Red Badge of Courage, The Ransom of Red Alert, and The Ransom of Red October as should not be, because I'm too lazy to think of a way I'd be happy with them working.  I don't like the idea of Applejack as a member of the Black Organization from Detective Conan.

Didn't Red Alert actually get captured and held hostage, if not for ransom, in a couple of Armada or Energon episodes? I know he acted kind of against orders together with Excelion in the Speedia arc of Galaxy Force, but that's not the same thing. At all, really.

Umm..., it did turn out that people found Red Chief a little hard to tolerate.

I did say I was having problems with those notions.

I think when I thought of Red Badge of Courage, I was remembering Rifles for Watie.

I think the anime/novel about the highschool girl reading Pete Drucker's Management book sounds like it is just begging for crossover fanfic. 'Take a book that sounds like it is good reading, read it, and cross it with a common anime situation' applies to very many cases.

We've just swapped Lando Calrissian with Londo Mollari.   You know... after the initial shake-out, I'm not sure it'd change much in the larger scheme of things, they're similar enough.

Maybe swap B5's Morden with Darth Vader... well, the Shadows and the Sith would probably get on like a house on fire.  At least until the Chronic Backstabbing Disorder kicked in.

Although now I have this image stuck in my head of Londo and Morden in Cloud City:
