Oh, and hey - 4th ed actually has a ranger-specific paragon path called Horizon Walker... which means that all you really need is a ranger who'll name his twin blades Roundhouse and Kick.

Last one is a bit silly. Counter riot works better with heavier troops than Rangers. Done realistically, I suspect riots are also a poor match for the Tokusatsu genre.
Bah, this is patently untrue. The Texas Rangers have dealt with riots throughout their history. The only thing you go wrong was the use of the plural. After all, it's "One Riot, One Ranger."
(For those truly interested, go find a copy of They Rode for the Lone Star by Tom Knowles. It's the definitive, official history of the organization.)

I was running lone-hero shows through my head, and adding occasional team shows, trying to find something to add, when "Mighty Morphin' Power Walker" popped through my head.
Problem is, it sounds like a geriatric sentai team. And that's just so funny, I can't think of anything else.
