Doesn't have to be the case, really. I mean, it's not like Negi was trained by a huge organization for a specific task and turned loose. She's just following in the family tradition.

We don't know how old - or young - Chao was when she started, either. Given her genius status, I'd believe 'pretty dang young' as workable.

Or how old she actually is either. They could have age slowing technology in the future, and we only have her word (or her faked documents' words) on how old she is.
Edit: Or clones.  You should never discount the possibility of clones when dealing with someone from the future.

Or, if she is part of a huge organization, she could have assistance from someone else. (Human or not - build a half-dozen Chachamarus, and nobody will notice that one is where she isn't "supposed to" be...)

I don't care how much Negi has accomplished in the course of the story, you just don't accumulate the kind of power and resources Chao had by age 15. There's no freaking way she's actually a young teen -- even in a world with, ahem, negotiable realism like that in the manga. And given that we know of at least one method for reliably and controllably altering one's physical age, I still maintain that she must be older than she seems.
