A nice prototype, but he needs to do two things to increase its appeal:
1. Demonstrate it at range with something that is more impressive than a balloon. Balloons are easy; I can burst one with a sunbeam and a magnifying glass. The surface is under tension already, and all you have to do is expand the gas inside. Put the styrofoam target at a range of more than a few inches, and then I'll be impressed. 2. Test it on a flesh analogue. Pig flesh is the closest in consistency to human and raw pork is pretty easy to get hold of. (The things you learn when you date a forensic scientist....) Frying a hole in a slab of ham is a lot more of a test of how the works in a realtime application. Because, sooner or later, whomever he sells these things to is going to point it at someone else and pull the trigger. That being said, the fact that he has a heat ray in any kind of development is pretty damned impressive. He should keep at it, assuming the DOD (or the equivalent in whatever country he resides) doesn't take it away from him. I think it'll do a good enough job on flesh because it's been show to put holes through aluminum and char wood.
It may run into the same problems that other medical lasers have when dealing with flesh.
Mainly that we are bags of dirty water. And heating that water to flash-boiling temperature, while painful and bit messy, often tends to be counterproductive to penetration. All that boiled water, whether it ends up as gas or plasma (depending on the strength of the laser) then immediately interferes with further penetration.
