Re: the plane window.

the first layer of the window (that plastic bit you can touch) is there to keep people from damaging the actual structurally important bits that are on the outside. In fact it contains holes drilled in it to prevent condensation and deal with pressure changes, you can see them as 5 light dots in an arc at the bottom right.

so I would not be worried about unexpected decompression.

Worried that it is a sign of other failings in maintenance? possibly.
