Makes a fair bit of sense, Bucky is an old friend, the Avengers seem pretty friendly themselves and it's in private. He doesn't have to project his 'I'm the perfect soldier, always serious and inspiring' persona and can just blow off steam.

The largest tornado on record was a violent beast of a storm, about 2.6 miles wide. Fortunately, it remained out in rural areas. But imagine if it (or something of a similar size and intensity) had tracked over an urban area...like, say, Washington, D.C....
