There is armour an arrow can pierce, and there is armour an arrow will have a hard time with, if it can even do it.

The full plate the Uruk Hai are wearing? It doesn't outright ignore arrows, but it's generally very good against arrows even with a lot of force behind them, so being told 'you have to aim for these weak spots instead of trusting the sheer force of the impact to punch the arrow through' is sensible information to share.
