Anyone play "Fallout 2"?

I have an odd question. Over on All The Tropes, a new user has just submitted a change the deletion of this passage (referring to Fallout 2) from a page:

Google and DDG have turned up pretty much nothing except a couple references to using said toe, and nothing about any kind of Fallout 2 hoax. Can anyone tell me what's up with this? Thanks.
