I notice that the server clock still seems to be on Daylight Savings Time. Is this something that needs manually changing somewhere? It's not a critical issue of course, just a point of curiosity.

It's the usual bi-annual "Bob forgot to go change the setting in the admin panel". Since the board software doesn't have the means to do it automatically.

Well, that's odd. The control panel says we're set to the right timezone and is displaying the right hour to me.

Maybe it was something gone stickywicket in my user settings? Changing the option there to "never use DST correction" then back to "automatic DST correction" fixed it somehow, anyway.
