My creative wires have been getting a little crossed lately, so I've been trying to sort them out. This is a very early beta of the only thing worth posting that's come from that.

Lots of comment not merely asked for, but actually BEGGED for.



====== Justice League Interplanetary ======

//A.K.A. Supers//\

The faction known formally as Justice League Interplanetary (JLI) is certainly one of the most public of the factions of Fenspace. Composed of the superhero fen (with a smattering of other cinematic and comic/manga heroes), the Supers as they are generally known are well regarded but occasionally considered irritating due to their outlook. Small but media-savvy, the Supers split their time between vigilante work and researching the nature of handwavium biomods.\

They're very pro-biomod. In fact, some of them are so rabidly pro-biomod, they're researching how to make handwavium biomod someone more than once, so far without success. Most members are already biomodded, and like the [[crystal_millennium|Senshi] (with whom they are aligned) many members do the full costume thing, only they do tights and capes and masks and so on ... Their ultimate goal is to create actual superheroes and do the [[http://www.eclipse.net/~rms/istworld.html|IST] thing once the 'Danes get over their silly fear. "We just want to help!"\

The League is a rare faction in that it has high-profile members on Earth as well as in Fenspace. The Supers also have a strong presence on Luna, and are responsible (in all senses of the term) for Kandor City.\

===== Organisation =====

Surprisingly, the Supers are a fairly regimented faction in that every member has a defined set of abilities and characteristics, and there are a large number of courses and licences to apply for (outside of those which relate to their positions). The Supers mainframe Jarvis maintains all records as to these, and has the habit of making sure all of a Super's identities has all the licence details they've qualified for irrespective of which identity gained it (this is considered fairly annoying, as in certain situations it can reveal a known identity to an investigator).\

The faction is run by the **JLI Council** and its staff. There are 12 councillors who are directly elected for 18 month periods, 6 months of which must be field work. The Council oversees the operations of the various groups in the faction.\

==== Rescue Services Group ====

Sometimes know derogatorily as the Rescue Rangers, the RSG is the primary public face of the Supers faction on Earth. They maintain the **Silver Sentinels** rapid action rescue force and associated vehicles, but are mostly known for the large amount of specialist rescue equipment they build and the courses they run. Outside the facility in [[Kandor City], they share their facilities with the [[Blue Blazers], and most Supers in this section are also Blue Blazers.\

While there is no evidence to say the RSG supports **International Rescue**, it is rather odd that the latter seems to have advanced versions of the formers' equipment...\

==== Strategic Hazard Intervention, Espionage, and Law-enforcement Directorate (S.H.I.E.L.D.) ====

S.H.I.E.L.D. is the JLI's Law and Military branch, and as such handles all duties regarding Operation Great Justice and the Space Patrol. The rank scheme is detailed below:\

In addition, S.H.I.E.L.D. has ten levels of security clearance. The lowest of these is Level 1 which everyone in S.H.I.E.L.D. starts off with. These are mostly unconnected to the rank of the person, but in general they follow the below pattern:\

S.H.I.E.L.D.'s current commander is General Nicodemus Huray (OF-9). Under him are three directors who take care of the operational departments of the organisation.\

=== Department of Champion Operations ===

Champion Operations is where the majority of the public Capes are stationed. Champions are usually ranked as Special Agents although their Clearance Levels are in the 2 to 5 range. Champ Ops provides additional personnel to the RGS, and cross train with them. In this department is the main Public Relations office.\

=== Department of Law Enforcement Operations ===

Law Enforcement Operations handles faction wide law enforcement, local police assistance, and inter-faction co-operation (mostly through the Space Patrol). It also handles the counter-espionage operation of the Supers in much the same way the US FBI does for that nation.\

=== Department of Intelligence Operations ===

Intelligence Operations handles the traditional intelligence gathering, espionage, and special operations associated with an intelligence organ. This department is where the hard-core Dark Knight types reside. Nicknamed Stormwatch after the codename for its director 'Weatherman', this department contains several semi-independent groups one of which is known as the **Impossible Missions Force**.\

Somewhat of an open secret is the fact that there are several people (not necessarily Supers) that have the famed and feared Double-O licence. For all practical purposes it IS the 'licence to kill' in that it grants a fair amount of diplomatic immunity when on missions. Double-O's also have Special Access rights, effectively giving them need-to-know access to every secret the JLI has.\
Those granted the Double-O licence are removed from the normal chains of command and placed under the command of the Council's Executive Office. This is headed up by a person codenamed 'M' who, like 'Kusanagi' of the Patrol's Section 9, does not exist in the normal fashion and uses various tele-presence masks and decoys. The one constant is M's secretary Moneypenny (who's job description includes flirting with the Double-O's). M reports directly to the JLI council.\
While there is no official comment or confirmation on it, it is known that there are several Double-O's in existence. It also strongly suspected that A.C. Peters (a.k.a. The Scarlet Angel) has a Double-O licence that she gained during the same incident she gained her official codename (given it is suspected that the entry criteria are the same as cannon). True or not, this thought persists and is the basis of the believed traits necessary to become a Double-O.\

==== The Advanced Resources and Deployment Group ====

Better known as Q Branch, the ARDG supplies the various branches of the Supers with advanced weapons, vehicles, and gadgets. Q Branch is run by Quintessa 'Tessa' Thornton (nicknamed QT/Cutey), and has both Whistler and Thomas Wayne as it top people.\

==== The Metahuman Power Biomodification Research Institute ====

The original base of the Supers faction, the Metahuman Power Biomodification Research Institute (or as it is more commonly known Star Labs) is the chief facility in Fenspace for the research of biomods. Star Labs is a fairly open facility, which has led to complaints about security wherein the facility could be invaded by malcontents and frustrated biomods who want a cure.\

We might want to mention where the Council Chambers are - not just the actual meeting room, but also the associated offices for councillors, and senior staff, offices for support staff for them, the (high-security) computer room, the cafeteria, and so on. I remember they fill the top n floors of of the Watchtower, but I don't know how large n is...

The BBs aren't the only Search & Rescue group out there. Fixing a link, adding a suggestion, and offering a rephrasing for smoothness of reading:

Not every faction recognizes the Double-O licence. Some factions (including [[The Wizarding World]) refuse to use the death penalty at all, while others (such as the [[gazetteer:companiesConfusedtellvia_corporation|Stellvians]) reserve the right to impose the ultimate deterrent for their faction's leaders alone, possibly after a fair trial. Double-O agents caught killing someone in any of these groups' territories are disavowed.

Looks good to me. You may want to note just HOW MUCH of Kandor's population counts as part of the Supers Faction, even if tangentially.

I'm pretty sure that Vulpine Fury counts as a low-to-mid Q-brancher when he has his turn in the rotation. His low rank is due more to his disdain for administration than any lack in his technical skills, since I'm pretty sure he created the Kusanagi telepresence.

Tangential statement: Another business for Kandor: Kittlemeyer's -- Near the Watchtower, Kittlemeyer's is, along with Icon, one Kandor's preeminent tailors, specializing, of course, in comics-inspired tights and capes, as well as specialized gadgets. Some of their best-known work includes the JLI's display costumes in their hall of fame.

Big Fire Personnel.

The two requirements of Big Fire Court

While not perfect, they get enough workable to get the jobs done.

Absorbing Man biomod clone-able to turn into drugs, and so give limited duration copies of his powers to his followers through drugs. So far he's found
superstrength, superspeed through amphetamines, steroids, and the ability to have people absorb things for a limited duration.

Kage-He is the personal eyes and ears of Lord Alberto.

There may or may not be a Shintoist priest on their side or on JlInterplanetary's side who's figured out how to use prayer wheels or any type of
revolving circle to increase the number of instructions,written in Chinese ideograms with a handwaved pen, so it flattens out into the desired result.
(secret). He is, of course, called Xelloss.

Big Fire follows a set ideology determined by Lord Alberto. It's based around the entire world following one person's set agenda to eliminate war,
crime, and evil itself through elimination of the scarcity-based economy.

Dr. Asmodeus Grey

Goals: Find immortality. Get godhood. Revenge on the Supers.

Due to a binary process that includes A.C Peter's perception-based shaping, he figured out a way to use the belief of people in a religion and keep from
losing his sanity(such as there is) like the last one who tried one-half of it and is now in an asylum thinking he's Jupiter and saying wibble, wibble in a
straitjacket from keeping him sticking pencils up his nose. Unfortunately, this also means, he has to destroy other belief systems to increase his own power.
This means he targets other people who claim they're gods or demigods.

He was rather annoyed when he found out that his version of godhood didn't include invulnerability, immortal youth or the ability to light people on fire
with his mind as far as he knows.

He was a member of the Supers faction until he was kicked out after being personally responsible for Kandor City-the bad parts. He went to Boskone and
perfected his knowledge of bioenhancement sciences and mental control techniques there.

The Concordiat

They're an insidious threat as they believe they own the rights to handwavium. If they manage to convince people of this, it may become true due to
handwavium's unique properties. So far, no one takes them seriously, because no one believes them. Thus they're about as powerful as a snowball in
Hell.

Superheroes

The Greatest American Hero supersuit. It can only be worn by a man of objectively good character. There was no instruction book provided with it. It's
currently stuck on the Superman setting. There may be other settings. There may not be.

Personal Characters

Kemwer can be reached through Dr. Clark Sanders for occult-related handwavium incidents or hoaxes. He is -not- a member of JLInterplanetary, although he has
amicable relations with them. He 'll also bet his (Hollywood) magic against any traditional magical system. Provided both are powered by handwavium.

Dr. Clark Sanders is more obsessed with proving that terrestrial science can be matched up to handwavium enhancement. Whenever he remembers, he's a member
of the Q Branch. The things he's done includes coat armor that costs a quarter million dollars, although it stops quite a lot of bullets, arrows, swords,
claws, etc., fast-growing trees to replace the rainforest, duplicated the teleportation experiment in Australia and used the side effects for minature
tornadoes through quantum microbursts and an antimatter power source for a electromagnetic repulsion force field. He also happens to fund Kemwer's group on
Earth with his patents and research. He's very good at public relations and politics and finds himself in the middle of it often.

Starfinder-while the too-clever Starfinder is a super-thief, she currently has a deal with S.H.I.E.L.D and Kemwer and is off the wanted list. For now.

Samson, FP, Wildlord, are members of the Champions section.

Samson maintains the image of a bruiser, reinforced by his fractured Elizabethan. JLInterplanetary has noticed that someone who manages to figure out how to
control biofeedback through handwavium enhancement has to be pretty bright.

I have plans for Big Fire. It involves this entry in the Gazetteer.

Fire
is an ideological organisation bent on World Domination by any means. While their numbers
are still small, the organisation's existence has forced Fenspace to acknowledge the existence of "supervillains." There are rumors (aren't
there always) that Big Fire is a front organization for an older syndicate. Some say this organization began forming as early as 2008, and some say it has been
around for much longer. Believed to be Asian in origin, it is said to have drawn the survivors of the Tongs and the triads into its core, and is ruled by a man
that is so powerful, so evil, as to rival the Devil. But, of course, these are just rumors.

Huh. That came out wrong. I didn't mean that I had plans for BF and everyone should back off. Rather, I had plans that I'd like to implement, involving
a group of Boskonian/Reaver/etc. that have been working quiet subtly since early in the Fenspace timeline that would work well with BF as controlling the more
obvious terrorist organization.

How did he manage to get that? A.C. has the best computer security in Fenspace - even Buckaroo and Takami working together can't crack it. And A.C. is usually a pretty good judge of character... I'm not saying Dr. Grey can't have that, just that there's a story worth telling about how he managed to grab the technique.

(Cobalt, OTOH, might say no - A.C. is his character, after all...)

Thanks for the link.

Technically, they can grant powers, but they'd need to be able to grant powers that logically exist. So.. say telling a zombie to obey somebody through a
Haitian voodoo ritual after handwaving the corpses.

I took the idea from Marvel Comics where Absorbing Man is turned into drugs and then the crime boss sells pieces of him which gives copies of his powers.
I'll strike him from the roster. It is odd.

No, Dr. Grey didn't take A.C Peters process for turning into whatever. I was referring to her public campaign to discourage people from thinking her as
Sailor Mars. It does influence her a bit, since she's got so much handwavium in her. Dr. Grey would do the other way around by encouraging people to think
of him as a god.

Handwavium is influenced by people's thoughts. Dr. Grey picked up on this and decided to brainwash twelve people into being his true believers while
sticking handwavium in his body to be an avatar. The problem with only doing this part is that if one picks a strong enough icon, there's a thousand
different strong conceptions of Jupiter which will crack apart the person's sanity.

I don't know which bad parts. I thought it was in the gazetteer he was personally responsible for Kandor City and that's why he got kicked out of the
Supers. I'm certain something detestable will come up.

Let me try and clear this up a bit. A.C. strongly discourages the labling of herself as Sailor Mars by the Senshi because she does not like it, but there is no out-and-out campaign to do so. BUT, and this is important, A.C. does not interfere with the beliefs of others unless they are demonstratable wrong. Religious freedom and all that.

A.C.'s thoughts on how peoples perceptions are changing her are stored in a personally encrypted file on her personal laptop in a locked section of the hard disk otherwise unseeable and behind some really effective firewalls when she DOES turn on the network adaptors (and this is tech from BEFORE Lebia and Eddie). She didn't really become aware of the influence of belief on herself until much later.

However...

That is how *I* came up with the idea to use with A.C. It is common knowledge to anyone who works the 'Wave (IMO), so the idea of a smart person (and there are a LOT of smart people in Fenspace) using it the the way kentmagus suggests Dr. Grey doing it is pretty easy.

It isn't until after Boskone Prime falls that Fenspace knows he SURVIVED his exile. Given http://drunkardswalkforums.yuku.com/top ... iomod.html]this thread, I'd say he got a little to vigourous in his biomod experiments. (Yes I gave him a name when I made the Most Wanted list, but I was just picking out ideas.) Perhaps he got a little too much exposure to odd chamicals?

Set up automatic devices with unwitting henchmen. The devices will bear his stamp.

My personal opinion:Biomodded too many people without their consent.

He definitely had too much exposure to too many odd chemicals in his quest to create biomods. Whether that's before he went evil or after is questionable.

OK, second go at a write up. The main difference is that I've tried to downscale the Double-O license. It was (after I'd actually thought about it) a little too dark. Hopefully I've managed to make it better, but... Otherwise my brain's drawing a blank on filling in more detail.

The JLI Council Chambers take up floors 520 to 525 of the Watchtower (the top eight floors above contain the Solitude Observatory, a large 10m telescope used as much to earth-gaze as star-gaze). These hold the main Council Chamber, offices for the council and the senior staff, and general secure facilities needed by the council. The general governmental offices take up the next twenty floors.\

=== Department of Champion Operations ===

Champion Operations is where the majority of the public Capes are stationed. Champions are usually ranked as Special Agents although their Clearance Levels are in the 2 to 5 range. Champ Ops provides additional personnel to the RGS, and cross train with them. In this department is the main Public Relations office.\

=== Department of Law Enforcement Operations ===

Law Enforcement Operations handles faction wide law enforcement, local police assistance, and inter-faction co-operation (mostly through the Space Patrol). It also handles the counter-espionage operation of the Supers in much the same way the US FBI does for that nation.\

=== Department of Intelligence Operations ===

Intelligence Operations handles the traditional intelligence gathering, espionage, and special operations associated with an intelligence organ. This department is where the hard-core Dark Knight types reside. Nicknamed Stormwatch after the codename for its director 'Weatherman', this department contains several semi-independent groups one of which is known as the **Impossible Missions Force**.\
