4e Power Modifiers and IST

Hello Folks,

Looking for a judgement call, for the IST characters with the Seeder genes (as opposed to other sources) would the proper power modifier be Super-10% or Mutant -10%?

Also, is the assumption that even people who get their powers by Accident/Experimentation are merely stress-activated Latents?

Considering how long ago the Seeders tinkered with humanity's genetic code, I'd say that the genes are pretty well spread throughout the population by now. So I'd call the powers "Super" - everybody has at least the potential to manifest something. Which logically means the Accidentals are stress-activated Latents...

Got it. Thanks. Now off to change a few Power modifiers...good thing I asked BEFORE I started writing up a hundred or so characters...
