Meeranor in the Confederation?

Does the Confederation extend a membership to the Meeranor in the timeline? If so, has Bob decided when?

It would make sense, the Confederation would become aware of the Meeranor after making contact with humanity and if the price of admission is the typical "other friendly spacefaring cultures with FTL capability" then they would be a shoo-in as they are somewhat ahead of Earth in that area anyway.
