Naru: "Listen. Strange cats lying in window sills distributing wands and talismans is no basis for a system of government. Supreme executive power derives from a mandate from the masses, not from some farcical moon-lit ceremony."
Usagi: "Be quiet!"
Naru: "You can't expect to wield supreme power just 'cause some furry cat threw a wand at you!"
Usagi(grabs Naru): "Shut up! Will you shut up?!"
Naru: "Ah, now we see the violence inherent in the system!
Usagi(shakes Naru): "Shut up!"
Naru: "Oh! Come and see the violence inherent in the system! Help, help, I'm being repressed!"

I can totally see this sequence playing out as a joke between ShadowJack's Usagi and Naru, who is aware of Usagi's status.
