I can't remember if I've suggested this one yet or not. It might not be something Doug would use, since it IS basically calling upon a god...but it's far too good a rain-making song not to mention.

Hmmmmm...
Seatbelts' Rain - a great song, but I got sick of hearing it months ago, back when Cowboy Bebop was the be-all and end-all of anime. More importantly, it involves walking in the rain, which makes it a no-go for the scene in question.
Moby's Raining Again - has potential...
Kansas' Rainmaker - I don't want to destroy the place! I want rain, not a town-wide area-effect Kon'ya wa Hurricane.
Bob's already commented on The Weather Girls' It's Raining Men.
Leslie Fish's White Man's Rain Chant has that "call upon a god" thing going against it, yes...
So, it's CCR or Moby. So it's down to song duration - Who'll Stop The Rain? is 2:30 long; how long is Raining Again?

Duration of Raining Again...I have four minutes straight, that's from the audio of the videoclip (Gee, perhaps that's how I got it too ).
A check on iTMS brings up a range of playin lenghts, starting at 00:03:16 for the radio edit of the single, to 00:07:41 for the Evil Nine Remix. However the straight album version is 00:03:46.

While it sounds like you've mostly got it sorted, I jst now found this link to a page that lists a whole lot of songs about rain, with links to the lyrics. They also have other 'song by category' listings, so it might be helpful in finding songs to fit an effect, as you were looking for earlier.
