Well with a subject header like that I must be takin' 'bout Madonna's new(?) single/song Hung Up.
Listening to it gives two possiblities on the powers front, watching the videoclip one. What possiblities, how about an area effect time manipulation one which duplicates time dilation, or just targets people waiting for a phonecall. Cause there's always the popular: area effect- forced communication disconnection/time dilation combo.
The only drawback is that Doug can only pick that song up after now in universes where Madonna's still in the music biz and going by some reviewer-wits influenced by Kylie Minogue's recent discoesc revival album.
