Why must it always be Tokyo?
In case anybody's wondering - it's Black Lagoon/Sailor Moon.
With Lagoon characters as the reincarnated Senshi.

OK....that's a twisted thought. The scary thing about it is that as soon as the 'buh' feeling passed, I started seeing possibilities. For instance....Usagi's Ginzuishou and Aide HAVE to be related in some form or another...

Back in 1984, there was an X-Men issue involving a giant dragon attacking Tokyo. When the report came in, the Japanese general in charge first said, "It can't be, this is the off-season!" and then added, "Just what the world needs, another monster. Why us, Hideki? Why couldn't it have attacked Los Angeles?"
(Note that Japanese kids were portrayed as carrying monster-recognition guides. "We've discovered a brand-new monster! Wait'll we tell the kids at school, they'll be so jealous!")

For Sailor Moon, that's relatively easy.
Code Name Sailor V and Classic Sailor Moon: Beryl didn't start in Tokyo, she started in London. Too bad Sailor V (Venus) was there...
Sailor Moon R: The first arc was filler. In the second arc, they were looking for the Senshi - it would have been silly to start anywhere but Tokyo.
Sailor Moon S: They were insane.
Sailor Moon SuperS, Sailor Moon Stars: Knowingly or unknowingly, they were looking for the Senshi - again, it would have been silly to start anywhere but Tokyo.
As for other shows, well... you got me there.

Because wherever they went, the Senshi would be there.
No, seriously. Watch the series sometime. There are plenty of times that the Dark Kingdom attcaked places that weren't Tokyo. It just so happened that, by amazing coincidence, the Senshi always happened to be vacationing nearby/on a school trip there/visiting an obscure relative never seen before or after that event and so on.
Heck, in one episode one of the villians decides to attack on the middle of an airliner in midflight. She just happened to have unfortunetaly picked the one airliner in the world on which there was not one, not five but EIGHT Sailor Senshi all on at the same time.

huh. I wonder how that ties into the "cant attack me while I'm posturing or during my transformation sequence" field. At the very least, it's obviously tied up in Tuxedo Mask's Entry Timed For Maximum Drama field.
Perhaps a crossover with The Melancholy? It's not that these people are actually any sort of threat, it's that they've been created by the dreams of Sailor Moon and are desperately trying to keep her from becoming bored. Attacking anywhere that didn't have senshi around would be counterproductive. Sailor Moon likes to posture? By all means, let her posture! Tuxedo Mask shows up just in the nick of time because he was in on it from the beginning... and so forth.

On a tangent...every time I see this, I remember an anime which subverted this trope.
In the Shadow Skill series, Elle and Gau launch their really powerful attacks with lots of posing and a fairly long speech: "I am Invincible! There is no one who can defeat my Shadow Skill! My one single blow is Invincible! !"
The important thing here is that for the entire Shadow Skill continuity, this works. It is established as working.
Except in the TV series, against one guy named G. G is described as having unholy dark powers.
What powers, you ask? Pretty much just the ability to punch the heroes before they finish their speech. =)

Every time I see a reference to that trope, I remember this, and crack up.

again, apologies if this one's come up before...
a fusion, between two characters that are, in some ways, quite similar.
They're both clueless, even klutzy, at least to start. Each is introduced into a new world and a new way of being - their inner essences evoked by an advisor that truly believes in them, and over time they grow into their new powers, becoming Forces that shake the world, break the world, and oppose injustice with every fiber of their being.

Genuine Wrongness
Sailor Moon/Kekkou Kamen. Come to think of it, pretty much anything and Kekkou Kamen, although an HP/KK crossover in which Voldemort is introduced to /that/ finishing move would be amusing... or on in which Draco Malfoy is completely immune to the paralysis effect for... err... obvious reasons.

Just to pair up Pamela Isley and Kodachi. They'd be *perfect* for each other.
Also for the bit where Ranma singlehandedly takes out a decent-sized chunk of the criminal populace due to a combination of miscommunication and knowing for a *fact* that bizarrely themed martial artists are *Always* out to get him. It'll take a bit of wordsmithery to maintain the mutual miscomprehension, but....
Also for the bit where Ranma asks Batman why he keeps bothering with jumplines. After all, any halfway decent martial artist should be able to jump between measly old buildings, shouldn't they?

The genin gathered for the chunin exams cowered in various hiding places around the room. Ibiki, on arrival, had take one look and was currently trying to hide behind the blackboard. Anko, arriving a little later, was huddled in a corner at talking in a little girl voice to the bunnies and birdies...
The Uchiha prodigy against the pick of another village.
Naruto and one of the other prodigy's team mates had run aw- no, executed a tactical retrea- gone to play a prank. Yeah, that was it! A prank. Something well away from... that. Hinata was sheltering in the arms of an equally traumatized blond genin, having mistaken him for Naruto as a result of her disorientation.
"Hn," grunted the challenger. ~Fangirl.~ Sasuke translated, looking at the blonde girl hanging off his opponent's shoulder.
"Hn," he countered deftly. ~Double or nothing.~ Ino and Sakura squealed something about how cool he was as they hung off of him.
"Hn." ~In those shorts?~
Sasuke's eyes narrowed. This interloper was challenging his fashion sense? "Hn." ~Spandex?~
This was the critical moment. He had the advantage. The only risk was that the challenger could come back with some last minute counterstroke. But really, what would he say?
"I will kill you," Heero Yuy, genin of the Gundamgakure said flatly to Relena Peacecraft.
Sasuke twitched, conceding defeat. Dammit! he screamed mentally. How cann I find the strength to beat HIM when I am so WEAK!

For Sailor Moon/Kekkou Kamen, I always thought that Makoto's old school had been the Spartan Institute, and that it would be revealed when a perverted magic-negating foe attacked, forcing Mako to run home and get her old gear to deal with him, arriving just in time to keep Ami from being molested.
(BTW, both Kekkou Kamen and Sailor Jupiter had the same seyuu)
Now, when it comes to Harry Potter, he would be more usefully crossed with Hentai Kamen ^_^
