Sodium Duck sounds like a new Metal Gear series character. Maybe a pyrokinetic, since they seem to like playing around with superpowers a lot for a nominally normal-world setting?

It's probably not good that my first reaction to the costumed dog was "HUGS!" even before figuring out the costume, but there it is. Of course, my reaction to Jonothan Coulton's 'Creepy Doll' is "Obtain doll-sized eyepatch, switchblade, and shitkicker boots after first encounter/fight, use as friendship gift, then go on zany adventures together," so you know I'm wrong-genre-savvy to be surviving in a horror movie world to begin with.
