That's the headline on the CBC story.

Buried in the National Defense Authorization Act is a section that "says no president shall suspend, terminate, denounce, or withdraw from NATO without either an act of Congress or the approval of two-thirds of the U.S. Senate."

Oh, and it isn't law yet. It's passed the Senate and the House but hasn't been signed by the Executive yet.

Seems like Congress loves undercutting itself.

There’s no law on God’s green Earth that could stop Trump from denouncing something or someone. President Trump could just, like, do nothing if Estonia gets invaded. Nice try Congress, but tyrants never follow laws if they don’t suit their interests. And Congress has already decided the man is unimpeachable.

It's a matter of defining a solid legal basis for who is fighting to preserve the United States rather than destroy it in the civil war, not expecting Trump and his minions to obey the law.
