One wonders how big a sadist the youma who did that bit of areoengineering had to be to include that, and what used to be there during the Silver Millennium.

Dunno about the second, but as to who I'd guess it was the youma who'd later go under deep cover as Saotome Ranma, the one who's infamous for always finishing what they start despite being only barely above the strength of a baseline human.
