This is basically Wine for 64-bit Windows.
64-bit Windows can't run those retro Windows 3.x games because 64-bit processors don't support 16-bit instructions. The above effectively acts as an on the fly compatibility layer that patches in 32-bit code for 16-bit code so 16-bit stuff will work normally in 64-bit Windows.
