I don't have a title for this yet. I haven't even actually seen on of the sources, so I may be way off. Plus, this will take considerable juggling of timelines to accomplish, but..

That's a character called 'Caster', from the Fate/Stay Night franchise. She does not, by default, use Nanoha-style magic casting runes - although
