Neji and Hinata are Dark Melee scrappers. No. Really. Take away all the shadowy smoke billowing around from the Dark Melee attacks, and whadda ya got?
A set that gives you an attack power that involves punchin' the crap out of a opponent repeatedly, while reducin' their ability to hit you...a buncha drain powers, a buncha quasi-controller lockdown powers...Touch of Fear (fear, duh), Midnight Grasp (Immobilizes)...
And the Hyuugas have the Body Mastery epic power pool. Which gives, of course, Focused Accuracy - and for Neji's little ranged shockwave thingy in the later manga, Energy Torrent!
Okay, that's putting way too much thought into this.
Dunno what secondary they'd have, though. Super Reflexes for Hinata, sure, but I have no idea what fits Neji's Kaiten. Invulnerability? Mph.
