I think his name is Uchiha Shisui, though I might be wrong about that - I'm terrible with names. He's never actually shown in the canon, I think...just mentioned in scenes and dialogue. The first we hear of him is when a bunch of Uchiha question Itachi about Shisui's death, accusing him of murder.
He's described as like a (older) brother to Itachi. He's the guy Itachi killed to obtain the Mangekyo Sharingan.

I'm not sure why I so welcome the idea of Sakura flipping out and going psychopathic insane, though. But taking Sasuke's and Hinata's eyes? That's a stroke of genius.
