The thing about negotiating is that one side has to be willing to accept the other's priority items, and "build a big border wall" is not compatible with "don't spend billions on a big border wall." Sort of like the Brexiteers insisting on continuing to trade in the EU's free market being part of an exit deal, and the EU holding that as a privilege for current member states.
